为进一步便利境外人员（含港澳台居民）来琼工作、学习、旅游时临时驾驶机动车，海南省组织开发了临时入境机动车驾驶人管理服务系统（http://hnslsjs.cn/），境外机动车驾驶人可以通过该系统线上预申领临时机动车驾驶许可和学习交通安全法律、法规，对符合办理条件的进入海南省境内即可领取临时机动车驾驶许可。
Starting today,overseas drivers can proactively apply for temporary driving permits in Hainan province through online registration.Hainan has developed the Temporary Entry Motor Vehicle Driver Management Service System(http://hnslsjs.cn/)to further streamline the temporary driving of motor vehicles for overseas individuals,including residents of Hong Kong,Macau,and Taiwan,who visit Hainan for work,study,or tourism.Overseas motor vehicle drivers can utilize this system to preapply online for temporary motor vehicle driving permits and to acquaint themselves with traffic safety laws and regulations.Upon meeting the necessary conditions,they can acquire temporary motor vehicle driving permits upon entering Hainan province.

登录海南省临时入境驾驶人管理系统（http://hnslsjs.cn/）（建议使用谷歌浏览器进行登录）。
Access the Temporary Entry Motor Vehicle Driver Management System of Hainan Province(http://hnslsjs.cn/).
点击右上角进行语言选择，提供中文、英文、俄文、日文、德文五种语言选择。
Click on the top-right corner to select your preferred language(currently available in five languages:Chinese,English,Russian,Japanese,and German).
Click on the upper right corner to register
提交注册后，会发送邮件到您的注册邮箱
After submitting your registration,email'll be sent to your registered email address
点击链接完成注册，即可完成注册

Apply for a temporary motor vehicle driving permit
登录后点击临时机动车驾驶许可办理。
Once logged in,click on"Apply for Temporary Motor Vehicle Driving Permit."
具体流程如下：

01.同意协议-Agree to the Terms
阅读业务规定告知和提交材料真实性申告并勾选，点击下一步。
Review the business regulations notice,affirm the authenticity of the submitted materials,check the box,and then click"Next."
02.填写个人信息-Provide Personal Information
根据个人信息、护照信息、驾驶证信息如实进行填写。
Provide accurate personal information,passport details,and driver's license information.
*注：在其他中，选择的居住地车管所即为领取临时机动车驾驶许可的领取，请根据行程安排进行选择。
*Note:The designated Vehicle Management Office of your chosen residence will be where you collect the temporary motor vehicle driving permit.Please select according to your travel arrangements.

03.填写资料-Finalize Information Entry
根据提示信息上传证件照片，先选取文件，再点击上传，上传成功后，会显示上传成功和显示图片（上传的照片要注意格式应为.png/.jpg/.jpeg，且大小不超过5MB）。
Following the steps,upload the required documents.First,select the file,and then click"Upload."After successful upload,a confirmation message will appear along with the image(uploaded photos must be in.png/.jpg/.jpeg format and not exceed 5MB in size).
其他证明材料，如没有可以不做上传。
You can omit other supporting documents if they are unavailable.
04.在线学习-Online Learning
完成信息和资料的填写后，需要通过在线观看课程在线学习文明驾驶、法律法规等内容，当看完所有的课程后，学习进度达到100%才能完成提交申请（一节课需要上完才能记入学习进度，完成1-3课学习即可达到100%）。
Once information and data entry are completed,you will need to complete online courses covering responsible driving,laws,and regulations.Only after finishing all lessons with a 100%completion rate you can proceed to submit your application(ensure you watch each lesson to record your progress;completing lessons 1-3 will result in 100%progress).
进度查询-Check the progress
完成申请提交后，两个工作日内完成审核。如要查看审核进度，申请后登录账号，会自动填写您的受理编码，点击查询，即可显示进度。
After submitting the application,the review process will be done within two working days.If you wish to track the review progress,log in to your account post-application.Your application number will be auto-filled.Click"Query"to monitor the progress.
审核成功后，会发送邮件到您用于注册的邮箱内。
Upon successful review,an email will be dispatched to the email address used during registration.
审核失败，会给您的邮箱发送邮件进行告知。
In the event of an unsuccessful review,an email will be sent to your registered address to notify you.
在未出审核结果前，当前账号只能申请一次，若审核结果失败，可再次登录原注册账号进行申请，再次申请不用再重新进行视频学习。
Until the review results are issued,the current account can only submit one application.If the review outcome is unfavorable,you can reapply using the original registered account.Subsequent applications won't require you to retake the video courses.
审核通过，请您前往之前填写的居住地车管所领取临时机动车驾驶许可。
If your application gains approval,kindly proceed to the Vehicle Management Office of your selected residence to collect the temporary motor vehicle driving permit as previously indicated.
